Reference Validation Error with "No Known Problems"

We are receiving an error in the CCDA R2.1 Validator Tool for 170.315_b1_toc_amb_sample2_v14.
Error -
The scenario contains problem observation for Problem Code: 55607006 , however there is no matching observation in the submitted CCDA.
With our ambulatory EHR, if there is at least 1 encounter diagnosis, then we do not produce “no known problems”. Please confirm/verify if this is acceptable for b1 Transitions of Care for the Ambulatory setting. If yes, can the validation be relaxed?

If the test data needs to be changed to differentiate encounter diagnosis and problems, please work with your ATL lab.
The validator is looking for the prescribed test data and hence it will be printing the error below.
