SMTP Receiver 39, 40, 41 Tests not sending

I am getting Couldn't connect to host, port: direct.ett.healthit.gov, 25; timeout -1 errors.

Can someone verify that the tests are working correctly?

I can reproduce.

Trying 35.169.0.104...

telnet: connect to address 35.169.0.104: Connection refused

telnet: Unable to connect to remote host

The SMTP server at direct.ett.healthit.gov appears to be down.
