Validator Error for Tribal Affiliation Observation – Clarification Needed

Hello Team,

The USCDI v3 validator is throwing an error for the Tribal Affiliation observation (2.16.840.1.113883.10.20.22.4.506), indicating that the id element is required.

Here is the error from the validator:
Result Description: Consol Social History Observation V4 SHALL contain zero or more [0..] id (4515-8551).*

However, according to the latest C-CDA R2.1 specification, the id element is not a required element for the Tribal Affiliation observation - https://www.hl7.org/ccdasearch/templates/2.16.840.1.113883.10.20.22.4.506.html.

I’ve attached a sample CCDA document for your reference.

Could you please review and confirm whether this is a validator issue?

Please note the "Conforms to Social History Observation (V4) template (identifier: urn:hl7ii:2.16.840.1.113883.10.20.22.4.38:2022-06-01)," does require an identifier.
