LDAP server down for DCDT tool?

I am trying to run the DCDT tests to validate my HISP can discover certs in the DCDT. It is failing test D3 with this error:

Caused by: javax.naming.CommunicationException: ldap.dcdt31.healthit.gov:11389 [Root exception is java.net.SocketTimeoutException: connect timed out]

Is the DCDT LDAP server down?

The server is not down. I can see on my end that the test case works. Can you try again?

Thanks for the update. I am still getting a connect time out. Also, when I am running other DCDT tests, I notice in my HISP logs it is unable to open the CRL url: "http://pki.dcdt31.healthit.gov:10080/dcdt31.healthit.gov_ca_root.crl". I noticed I am getting back a "503 - Service unavailable error" when my HISP tries to open this url. Is anyone else seeing this issue?
