Same MDN implementation passes Receive test but fails Delivery Notification test

Hello everyone,

We are validating H.1.4 – Receive Health Information Using Direct (Required) and observing an inconsistency between the Receive Message test and the Delivery Notification test, even though the MDN is sent using the exact same implementation in both cases.

Below is the detailed scenario.


Test Setup
  • Same HISP

  • Same MDN generation method

  • Same signing and encryption logic

  • Same SMTP configuration

  • Same MDN recipient:
    postm...@ett.healthit.gov

The only difference is the ETT test case being executed.


Test Case 1: Receive Message (MDN validation) Flow
  1. ETT sends a Direct message to our system.

  2. We receive and process the message.

  3. Our system sends an MDN using our standard MDN method.

Result
  • Message appears in ETT UI

  • Message ID is visible

  • MDN is processed successfully

  • Status updates to MDN_RECEIVED

  • All checks are green

Test passes successfully


Test Case 2: Delivery Notification Flow
  1. A Direct message is sent as part of the Delivery Notification test.

  2. The message is received and appears in the ETT Message Status UI.

  3. We send an MDN using the same MDN method as in Test Case 1:

Result
  • MDN is sent successfully (confirmed in application logs)

  • SMTP delivery succeeds

  • However, ETT reports:

ERROR: No messages found with Original Message ID: <347150122.494.1768233275087@localhost>

Delivery Notification test fails


Key Observation
  • The MDN sending logic is identical in both tests

  • The Message-ID format is the same (@localhost)

  • Messages are visible in the ETT UI in both cases

  • MDN works for Receive Message

  • MDN fails for Delivery Notification

This raises the question of why the same MDN logic behaves differently across two ETT test cases.


Questions for Clarification
  1. Are the Receive Message and Delivery Notification tests indexed or correlated differently in ETT?

  2. Is a message that is visible in the Message Status UI always eligible for Delivery Notification correlation?

  3. Are there additional timing, state, or classification requirements specific to the Delivery Notification test?

  4. Can a message successfully receive an MDN but still not be eligible for Delivery Notification validation?


Expected Behavior

Since:

  • The message is received

  • The Message-ID is visible

  • The same MDN method succeeds in the Receive test

We expected the Delivery Notification test to also correlate and pass.

Any guidance on the difference in MDN handling between these two tests would be very helpful.

For SMTP MT 39, can you confirm you are sending both processed and dispatched MDNs back to the tool?

We currently generate and send a signed and encrypted Processed MDN.
Could you please confirm the correct MDN recipient address expected by the ETT tool?

Specifically, should the MDN be sent to postm...@ett.healthit.gov or tes...@ett.healthit.gov?

We attempted sending the MDN manually to both addresses, however it was not reflected in the tool results, so we want to ensure we are using the correct recipient for SMTP MT 39 validation.

Currently I'm able to get mail from inbox and send processed and dispatched both MDM by auto generating but check MDM button give no message found log and hitting again showing send showing 

Test Logs

1: SENDING EMAIL WITH MESSAGE DISPOSITION NOTIFICATION HEADER TO in...@dev.unityhealth360.com

2: Email sent Successfully

3: Message-ID of the email sent: <1492803564.900.1768386995433@localhost> Instead of checking MDM, could you please help me with this issue ?

For SMTP MT 39, 40 and 41 the direct email will be sent from hisp-t...@direct.ett.healthit.gov so you should send the appropriate MDNs back to this address. Also the MDNs should match the message Id of the sent email to pass the test cases

Hi,

In ETT tool Direct messages are working correctly for both sending and receiving. However, Delivery Notifications (MDN) are not being received, even though the Edge Test Tool shows “Email sent Successfully.” No inbound SMTP connection or logs are observed on our side.

This is currently blocking our testing. Could you please provide an update or guidance when possible?
