Weight-for-length Percentile for USCDI V3

As of USCDI V3, the "Weight-for-length Percentile" Vital Signs data element was changed to "Birth - 24 Months" (in prior versions of USCDI, it was "Birth - 36 Months").

However, the Happy Kid test scenarios and validator still require this vital sign even though the specified effectiveTime is 3 weeks past the patient's 2nd birthday.  Should these test scenarios and validator be adjusted to reflect the new USCDI definition of this data element?
