ETT SMTP server down - recurrence 2/23/26

Hello ETT Team,

For b.1 testing, the SMTP server at james.healthit.gov port 25 is no longer accepting incoming connections. This was working last week.

Same issue as: https://groups.google.com/g/edge-test-tool/c/z-69slWAJTc/m/efKg_RxEDQAJ

This is currently impacting one of our customers that is preparing for b.1 certification.

Can you take a look in case that server needs to be restarted?
