XDR Test 5 Message Does not Contain a Document

It seems we are rejecting the message for XDR Test 5 because it does not have an actual base 64 encoded document in it. We get this error:

We looked at the ITI-41 standards and think this is correct behavior for us; we'd expect this request to have some element like <xdsb:Document...>.

Do you know why the Test 5 request might be missing the document?
