We are still seeing this error as documented reference this thread and note that there appears to have been an update deployed on 6/23 for SITE-4563 that was supposed to correct this error, but we're still receiving it: https://groups.google.com/g/edge-test-tool/c/F-jZlNmJOzs/m/lvU9_qo7AAAJ

Result Description: The Effective Time element for Procedure Act Procedure Entry corresponding to the code 90660004 (value time element) is not required, but submitted CCDA contains the (value time element) for Effective Time element for Procedure Act Procedure Entry corresponding to the code 90660004
This error only presents using the Discharge Summary, the ToC CCD and RN do not.
