Cannot Download Trust Anchor for Cert Discovery Tests

I want to run the Certificate Discovery Tests, and I need the Trust Anchor to do so.  But when I click on "Download Trust Anchor," it goes to https://dcdt31.healthit.gov/dcdt/discovery/anchor and returns the following.

The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Can you try with public IP url: http://54.204.56.201/dcdt/discovery/anchor and use only http for now. So, this will get your testing going.

We are checking the DNS to see why this is not working.
