Clarification Needed on Correct TemplateId for Planned Procedure (C-CDA)

Hi Team,

I need clarification regarding the appropriate template to use for representing a Planned Procedure in the Plan of Treatment section.

Issue: I am receiving the following validation warning:

      Result Description: Consol Planned Procedure2 The procedure/code in a planned procedure MAY be selected from CPT-4 (CodeSystem: 2.16.840.1.113883.6.12) or ICD10 PCS (CodeSystem: 2.16.840.1.113883.6.4) (CONF:1098-31977) XPath: /ClinicalDocument/component/structuredBody/component[13]/section/entry[6]/procedure

This is specifically for the first patient in 170.315_b1_ToC_Amb.

Question: 

Should I use:

• Template 2.16.840.1.113883.10.20.22.4.14 (Procedure Activity Procedure), OR
• Template 2.16.840.1.113883.10.20.22.4.41 (Planned Procedure)?

Observation: When I use template 2.16.840.1.113883.10.20.22.4.14, the validation warning is resolved. 

However, I want to ensure is this correct approach?.
