Clarification on Disability Status Observation templatedId | extension

It is mentioned in another thread that the Disability Status Observation is required to have a templateId with no extension. Section 3.10 of the CDA 4.1 CG Appendix A specifies a templateId of 2.16.840.1.113883.10.20.22.4.505 with an extension of 2023-05-01.  I see that section 4.1.5.1 of the CDA 4.1 CG specifies a best practice "should include both the templateId for the new version of the template, as well as the templateId for the prior version of the template published in C-CDA 2.1".  However, I do not see the Disability Status Observation defined in the 2.1 IG, let alone defined with no extension.  And this page from HL7 Confluence seems to indicate that it was introduced via C-CDA R2.2, Companion Guide January 2023 Ballot .  Can you please point me to the requirement that specifies that the Disability Status Observation shall or should have a templateId with no extension to assist in our 1) understanding of the specifications/requirements and 2) development of the observation?  Also, if the disability status observation is required to have a templateId with no extension, why is it validating with no errors against validation criteria C-CDA_IG_PLUS_VOCAB, but throws an error on the scenario based validation?
