Validation error - Jane Clarkson - Health Concerns

Here is the error we are getting,

Result Description: The scenario requires Health Concerns Act data but the submitted C-CDA does not contain Health Concern Act data.

Test Data:

USCDI Data Class/Element: HealthConcerns: (Visual Inspection – ATL’s need to visually
inspect the System Under Test (SUT) generated C-CDA for the below narrative content)
a. Sickness exhibited by patient
b. HealthCare Concerns refer to underlying clinical facts
i. Documented HyperTension problem
ii. Watch Weight of patient
iii. Documented Anemia problem

These are general health concerns documented as free-text and not SDOH I would not expect failure with nullFavor.

If I add a random coded entry to one of the health concerns that does not match what should be displayed, I get this error,

Result Description: The scenario contains Health Concern Act with Problem Observation data with code 238131007 , however there is no matching data in the submitted CCDA.

If I add that to the coded entry, no errors.  Makes no sense.

Can the Health concerns be included as Narrative text or in coded form. Will the validate accept either of these?
