USCDI v3 Referral Error

When sending a document to the USCDI v3 message validator, we saw this error:

Error -

Consol Patient Referral Act MAY contain zero or more [0..*] participant, where its type is Participant (CONF:1098-32635) participant SHALL contain exactly one [1..1] @typeCode="REFT" (CONF:1098-32638)

/ClinicalDocument/component/structuredBody/component/section/entry/act/participant

However, there is a Jira ticket where HL7 agreed to change this template. REFT is now optional, but the validator seems to have an issue with us sending REFB. Could you update the validator to reflect this change?

Quick note that this also appears in the USCDI v1 message validator, not just v3.
