Blueprints

Hello everyone--

I have started to outline the concept of Blueprints on the wiki:

A blueprint would be the starting point for any type of development, e.g. new
feature sets or standards - where we can discuss and develop requirements and
solution ideas in a collaborative manner. You do not need to be a programmer
in order to contribute to blueprints.

As an example, I have created a Blueprint for Observation Tables, a new UI end
point I am proposing:

This blueprint is not just an exercise - it's a real development proposal,
i.e. something to be worked on.

Please feel free to propose your own blueprints, or discuss existing ones here
on the mailing list. I can then create a wiki account for you so you can
develop (or contribute to) blueprints.
