Title: Economic Policy Uncertainty, Industry-level Dynamics and Resource Use Intensity: An Exploration in Indian Manufacturing Sector

Abstract

Given the need for promoting green manufacturing practices, this paper examines how the changes in policies and industry-level dynamics have influenced firms' resource use intensity in India during the post-reform period. The paper uses secondary data on selected three-digit industries collected from the Annual Survey of Industries (ASI) for the period from 2008-09 to 2022-23 and estimates panel data econometric models. The results show that the industries with a greater degree of vertical integration have lower input use intensity. In addition, input use intensity is also lower in industries with higher price-cost margins or greater capital intensity. On the contrary, uncertainties in economic policies raise the use of inputs in manufacturing. However, the COVID-19 pandemic has had no significant impact in this regard. The findings, therefore, suggest widening the vertical chain and improving production technologies in order to promote green manufacturing practices in the Indian context.

Bio-Sketch

Dr. Tiyasa Mishra is an economist specializing in Environmental Economics, Industrial Economics and Sustainable Development. She currently serves as an Academic Associate at the Entrepreneurship Development Institute of India (EDII), Ahmedabad, where she teaches green business practices for entrepreneurs. Dr. Mishra earned her PhD in Economics from the Indian Institute of Technology (IIT) Kharagpur, West Bengal in 2025. Her academic journey is marked by exceptional distinction; she secured the First Position and was awarded Gold-Centered Silver Medals for both her M.Sc. in Economics at Vidyasagar University, West Bengal and her B.Sc. (Honours) at Midnapore College (Autonomous), West Bengal. She is also a qualified CAT and UGC NET holder for Assistant Professorship. Her research portfolio includes several peer-reviewed publications in prestigious Scopus indexed journals such as Energy and Buildings (Elsevier), Discover Sustainability (Springer Nature), and the International Journal of Water Resources Development (Taylor & Francis). Her work primarily examines the dynamics of resource use patterns, industrial efficiencies, and the impact of climate variability. Additionally, she has authored book chapters on Artificial Intelligence (AI) and its applications in energy and agriculture. Prior to her current role, she served as a Teaching Associate at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, where she assisted in training programs for the Indian Civil Service Officers and worked on key performance indicators for various Union Ministries, including the Ministry of MSME. With a strong background in Econometrics and Mathematical Economics, Dr. Mishra has presented her research at major international and national platforms, including the Asian Development Bank Institute (ADBI). She also has the experience of working with Competition Commission of India, New Delhi and Institute for Studies in Industrial Development, New Delhi as Research Intern.
