''Liquidity constraints, Opportunity Cost and Post- Secondary education: Evidence from Colombia''
Abstract:
The purpose of this document is to assess the importance of the opportunity cost for students of post-secondary vocational education. Therefore, we exploit the information of a National Program known as "Jóvenes en Acción, JeA" which was designed for encouraging enrollment and labor participation in students from low -income households in Colombia during 2014-2015. Most of the beneficiaries of this program attend to SENA courses (one and two year) and seats are allocated by using two discontinuities, one related to a poverty index and other related to individual ability, that allows to measure the importance of providing financial aid to engage in tertiary education through a Regression Discontinuity Design. We use intermediate outcomes (enrollment and certification at SENA) and labor participation outcomes (probability of being employed and duration of employment) . Our results suggest that financial aid has heterogenous effects in labor outcomes and provide some insights about the importance of the opportunity cost of studying instead of working
