• Título: The Promised Land: The effects of the Land Restitution Program in Colombia
• Abstract: The international principles in Transitional Justice recommend land restitution for victims of land appropriation, aimed at removing invisibility of the victim, restoring agency, and favoring the re-establishment of their life project, yet surprisingly little is known on whether this works. Most of the conflicts occur in developing countries and involve rural areas, where property rights are either missing or poorly registered. This paper uses data from Colombia on restitution and the census of formal credit transactions to track households before and after the restitution, using an event study approach. Estimation based on 16 quarters before and after the restitution suggests that there is a significant increase in the access to microcredit and the average amount of the loan since the semester after the restitution. Notably, two years after the restitution individuals acquire full property rights and the effects became almost twice as large as those of the first two years of the program. Moreover, the effect is mainly occurring through the Agrarian Bank and supported by guarantees from the Agrarian Fund of Guarantee, institutions specifically designed to promote investment in agriculture. This evidence suggests that restoring and securing property rights promote investment and capitalization of the land.
