• Título: The Quality of Employment in Latin America: Concepts, Measurement, and Policy Applications
• Abstract: This talk will present a multidimensional methodology for measuring quality of employment deprivation in Latin America and will discuss how such an index can be used for targeting social and labour policy. The Quality of Employment (QoE) index presented is based on the Alkire/Foster method and brings together key job quality variables that can be measured in all Latin American countries. These include earnings from work, job stability, and basic employment conditions. After presenting this methodology and its results for Latin America, the presentation will use the Chilean case as an example to show how the index can be used to monitor how the quality of employment develops over time, how it can be used to analyse regional disparities as well as horizontal inequalities between different groups of workers in the population (e.g. men/women or migrants). Overall, the presentation will highlight the importance of labour regulation, which has a direct and significant impact on QoE deprivation. Conversely, economic growth cannot be relied upon to improve job quality. In terms of public policy applications, the index can be used to target active labour market policies, such as earned income tax credits or vocational training programs, to the most vulnerable workers. To illustrate this point, it will discuss how the index is being used in Chile.
