I think these people presented at the ESEE 2015 conference.  I liked the way they tried to understand power relationships, but people in the audience had some criticism, specifically around how they defined institutions and power. Vijay might remember more. 
Definitely an important line of research, would like to see how it develops in the future. It's pretty hard to "measure" power.
