Unable to see or make visible the main toolbar

Exactly as per the subject.
I've had a go at customizing the perspective, but everything is
checked that needs to be checked.
Having said that, I can get the toolbar I want in other perspectives.
Just not the one I want.

Have you tried using Window->Show toolbar?
