echinus 0.3.1 is out!

Hi there! (anybody?)

echinus 0.3.1 is definitely out after a long period of bugsquashing and
bugadding.

* it does reparenting now, so your xxkb and xcompmgr will be happy.
* it does viewleft/right tag now.
* you can set nmaster and mwfact in echinusrc.
* improved Makefile to make maintainers' life easier.
* maybe something more, I cannot remember.
