ECHI-File-Eval debug utility for ECHI-Converter's binary files

Created a small utility that allows you to evaluate a single binary
CMS ECHI file, located here:

http://github.com/jsgoecke/echi-file-eval/tree/master

You may simply run as follows:

ruby echi_fileeval.rb chr0502

And then outlook looks like this:

Was created to help troubleshoot this problem:

Should aid in troubleshooting in the future if needed to see the raw
file before it gets to the DB.
