Error loading file

Installed the ECHI converter application, and am able to pull down the
binary files, but am getting database insert errors, which I believe
may be related to unexpected characters. It is R14 standard form;
pulling the binary for echi-converter to convert to ascii, SQL server
database. Tried with xtra byte setting on and off; also tried with
stripping ascii 0. Getting an error when running through the fileeval
utility. Anyone have any thoughts? Sample file uploaded chr0001.350.

i've been successfuly made ECHI converter using perl. Runs well on R14 and R15 but now strugle with the R16 versions..Did somebody knew the structure ECHI R16 ?
