This issue can be resolved by deleting the cache and data of the wallpaper and style app. Through this, you can restore the lock screen wallpaper to the default one and allow the user to change it again. To clear the cache and data of the wallpaper and style app, you need to open Settings >> Apps >> tap on Filter and Sort icon >> Enable Show system app >> Find Wallpapers and styles and tap on it >> Tap on Storage >> Click on Clear data and then Clear cache.
After clearing the cache and data, restart the device and check if the lock screen wallpaper issue is resolved. If not, you may need to wait for a software update from Samsung that will address this problem. Samsung has announced that they are working on a software update that will improve this issue, so make sure to update your device to the latest version when it becomes available.
