Hi,

As some of you know, ConnDOT is currently working with the City to
plan changes to Howard Avenue, Sea Street, Boulevard, and Kimberly
Avenue, as part of its ongoing I-95 reconstruction in that area.

I have seen some new proposals dated November 6, 2015 that include a
roundabout, speed table, bump-outs, and extensions of the Harborside
trail on some streets. While the proposals may improve the terrible
conditions that currently exist in parts of the area, I feel that
these new plans still do not do nearly enough to bring the streets
into compliance with the objectives of the city's comprehensive plan,
the Complete Street manual, and other guidance that the city has
issued over the years.

The state has been spending billions of dollars on the I-95
reconstruction, and the huge share of city residents who walk and bike
seem to get a few crumbs, if not see conditions worsen for them. Under
the plan, DOT will be spending even more money to fix issues they have
neglected over the past few years, but the area will continue to be
dominated by road designs that look like they belong in suburban
Newington, rather than in a city like New Haven.

If anyone is interested in learning more about the project or
advocating for meaningful improvements for people who walk and bike, I
would recommend doing so right away. Apparently, there is a public
meeting with DOT and City staff this Tuesday, November 17th at 5:30PM
at 150 Kimberly Avenue.

Is there the opportunity for written input? I can't make it, but would like to give some input.

Considering the rates of asthma particularly in that part of New Haven, the environmental and health impacts of car exhaust, and the city's perpetual need for more taxable property, I think that whole stretch of I-95 should either be buried under the ground or, my preference, a bridge  be built from West haven to the east shore and the land now given over to the freeway be turned into taxable neighborhood properties (With nice public amenities, like parks bike lanes and water views). I don't care how much they have already spent redoing that portion of the interstate.  Just because you have already wasted a bunch of money on a mistake, doesn't mean you need to waste more money on the same mistake.

ECC could formally submit a letter. As I mentioned I believe that there is also a community/public meeting tomorrow, I would imagine that there will be a good turnout of concerned residents. I have heard that it would be best to submit comments ASAP because DOT would like to make these design changes fairly quickly.
