As for your questions:
1) No it isn’t. Only one national team, per country, per division;
2) Yes they are. All that info will be released by the end of the month;
3) No it isn’t. Turkey integrates a special category of countries. You’ll be considered a small ultimate community (see below), which will allow you to field one extra foreign player.
Here is the eligibly rules, as you’ll be able to find in the player’s manual, as soon as it is released:
Citizens
Players are deemed to be Citizens and can automatically qualify for participation if:
· They own a passport or equivalent legal document issued by the country's government; or
· If they have moved to the country at least four years prior to the start date of the event and spent more than 75% of those four years in the country.
Resident Non-Citizen
Each team can put up to 3 players on their roster that are deemed to be "Resident non-citizens". These players:
own a legal certificate of permanent residency issued by the country's government; or
moved to the country at least 20 months prior to the start date of the event and spent more than 75% of those 20 months in the country.
Ultimate Community Member
Each team can field one player that is deemed to be an "Ultimate Community Member", if a player is considered to be a significant part of that Country’s ultimate community, but doesn’t fall under the above categories. This choice is at the discretion of the country’s National Association and following may be taken into account in making this decision:
· Residency history in that Country
· Participation in that Country’s ultimate events, especially national championships
· Past representation on National Teams
· Participation in the development of ultimate in the Country
The reasoning shall be provided along with the remaining registration information.
A country which fulfills the following criteria will be considered a small Ultimate community:
· A maximum of 300 Ultimate players are registered with the National WFDF member (Ultimate Federation, Flying Disc Federation or similar).
· The country has been a WFDF Member for less than 16 years.
Teams from small Ultimate communities will be allowed to add one extra Resident Non- Citizen or Ultimate Community Member to their Roster.

Mesela bu cumleye gore ornek veriyorum Garrett 2009 Haziran ayinda Turkiye'ye yerlestiyse vatandas olmamasina ragmen citizen kategorisine giriyor gibi geldi. Dogru muyum? Eger oyleyse isim yazdiran yabancilar arasinda 2009 Haziran'da Turkiye'ye yerlesmis olan var mi?

Ben de ayni seyi anladim.
1- 4 senedir turkiyede olani zaten vatandas sayiyorlar. Onda bir sikinti yok. Yani turnuva 2013 haziransa 2009 haziran limit oluyor.
2-20 aydir turkiyede olan yabancilardan 3 kisi gelebiliyor. Bu da subat 2011 kasim oluyor heralde.
3-Ayrica 2 tane de ne kadar suredir burada oldugu onemli olmayan ama turkiyede bu spora katkisi olmus yabanci oynatabiliyoruz.
