I would suggest that Action Messages be plain-text only. Simpler all
around, I think, especially if it is ultimately destined for email.

issues.
I think the best option is to either make it plain text when the
message is created or convert the html to plain text on the fly
(=possibility of poorly formatted plain text). Here's why:
1) "Action Messages" are often used for the petition message or
an uneditable letter in which case they need to display properly
as html.
2) "Action Messages" can be used by multiple "Action Editions" to
save effort if using the same message for multiple targets or
multiple action types)
Thus forcing it to be plain text would constrain options.
I think the 'real issue' is that:
a) It is not obvious how to make an "Action Message" Plain Text
when creating it (you've got to turn off kupu at the bottom left
and then change the drop-down to plain text at the top right)
b) Once you have created an "Action Message" it does not seem
possible to change it to plain text.
c) It is not obvious what choice should be made at the time of
creating the '"Action Message"
If you agree with this as the 'real issue', I suggest we:
1) Investigate how to make it easier to make it plain text at
creation time
2) Ensure it can be changed to 'plain text' after creation
3) Make it more obvious on the "Action Message" creation/editing
screen what decision needs to be made under what use-cases
(editable vs. uneditable "Action Message")
