I found a pretty decent list of free and open source packages at
www.opensourcewindows.org. It seems pretty cover all of the major
packages people would be looking for pretty well and all of the
packages minus a few from the second page and openoffice come to
around 400MB. Should I add and Linux or Mac software? Let me know and
I will start designing a menu system.

I do not know anything about Free software on Mac. The site you have
found is a good one. I would replace RSS reader RSSOwel with BlogBridge.

Lets start the list:

I would add Paint.net as on Windows I much prefer it over Gimp.

TurboCash would probably be good for finance or are we going to use Gnucash?

If we have the space I would add all the games on the list as people love games.

I am not sure how good it is but if ClamWin is any good then anti-virus better be on the list

Finally one question are we going only Open Source programs or also Free programs?  If free programs also I would recommend:

Crossloop

It should be free/open source software by OSI definition.

You can check with Software freedom day web site what is their definition.

I'd also add WinDirStat.  This is the best visual way to find where your disk usage has been used up.

Additional programs I find useful on Windows:

TortoiseSVN - awesome SVN management integrated into explorer
gVim - the best text editor(on any OS)
Keepass - manages passwords
sqlyog - manages mysql databases
putty(and sub projects like paegent) - ssh manager
synergy - use same keyboard / mouse on different computers / os's
WinSCP - secure copies
DosBox - run old dos games and apps
GNUpg - various security
Wireshark - low level network troubleshooting and monitoring

I am thinking that most of those apps will be above the experience level of the people that we are targeting.

I agree, I was aiming more at the average user. I would expect that
users of that level would know something about open source. Lets not
get distracted from the point here, teaching people what open source
is about and why it can be a better option. If we make something that
people aren't going to understand then they are probably going to be
to afraid to try it out.

I did try to. You could try to register again.
