Dear members of the OA Book Usage Data Trust announcements list,


As we approach the end of 2023, we wanted to recognize all the achievements from this remarkable year. It’s been a full 2023, from data trust rulebook development to facilitating revenue generation mechanism feedback, to board development and launching technical research for our data space pilot. Before we share what’s in store for the first part of 2024, Christina and I wanted to thank you for such a great year.

OA Book Usage Data Trust (OAEBUDT) | October to December 2023 Update


Highlights:

  • The OAEBUDT staff hosted high-level stakeholder events after months of planning: 

    • 7 November - Charleston Pre-Conference workshop Exploring Sustainability for Global OA Book Usage Data Trust Infrastructure (the first of three in-person OAEBUDT sustainability and cost-recovery mechanisms workshops planned) invited library publishing stakeholders to inform how an open infrastructure is sustained by and for the communities it serves. The report on all the workshops will be published in 2024.

    • 15 November - Two online focus groups gathered interested stakeholders to discuss key OA Book Usage Data Exchange and Stewardship Rulebook draft sections that emerged over 2023 and provide their feedback in order to further align the drafted principles. 

  • The Rulebook Task Team, formed of stakeholders from the publishing, library, service providers and infrastructure communities, has been finalizing the draft rulebook document that will be available for a final consultation in January 2024. Ursula Rabar and Christina Drummond are co-facilitating the Rulebook Task Team efforts while the Task Team participants include: James Watson of Taylor and Francis, John Lenahan of JSTOR, Jon Elwell of EBSCO, Niels Stern of OAPEN/DOAB, and Pierre Mounier of OpenEdition. 

  • Individuals wishing to be notified of forthcoming community consultations are welcome to subscribe for notifications


In other news:


The 2022-2025 Advancing to Launch project, funded by the Mellon Foundation to support the creation of “governance building blocks” for the OAEBUDT data space, is actively advancing three work packages. Updates on each follow:


WP1. Establish and Develop Formal Governance Mechanisms, Operational Policies, and Procedures

Resources were developed by the OAEBUDT Board of Trustees in partnership with the Executive Director, and through the Board Policy and Governance Committee:

  • Transparency Policy 

  • Environmental Policy (will be available soon via Zenodo)

  • Board of Trustees Voting Policy (will be available soon via Zenodo)


Resources under development through Q1 2024 include the Code of Conduct, Records Retention Policy, Staff Whistle-Blower Policy and similar. Further details will be available in 2024. 


WP2. Create an OA Book Usage Data Exchange and Stewardship Rulebook. 

In order to advance the draft OA Book Usage Data Exchange and Stewardship Rulebook, two online focus groups were held in November for the community to discuss key rulebook sections and provide feedback on the principles drafted over a nine-month period (starting with an in-person April workshop and continuing through the work of the Rulebook Task Team). A report on the focus group and other consultations will be published in 2024. The finalized draft rulebook will be shared in January 2024 for a final online written community consultation. 


WP5. Develop Sustainable Budget Model for OAeBU Data Trust IDS Service Delivery

In order to advance the OAEBUDT cost model and revenue generation options, OAEBUDT staff have started community consultations via workshops in Q3 2023 with a first in-person workshop during the Charleston Pre-Conference. This will be followed by two in-person workshops in 2024 (February: Researcher to Reader and April: OPERAS conference). More proposals have been suggested at other conferences in Q2 2024 with the same purpose. Additionally, online focus groups will be announced over the next months to allow for a virtual participation.

Technical news:

Multiple efforts launched this quarter to inform the technical data space development and pilots scheduled for 2024. 

  • An analysis began to understand which operational open scholarly infrastructures can play the roles specified within the International Data Space Reference Architecture Model. A team at 67 Bricks is completing a gap analysis that will be shared in Q1 2024 to inform technical roadmap development. Outreach to existing open infrastructures as a part of this process will occur mid-late December in coordination with meetings with IDSA staff. 

  • To explore the extensibility of a book usage focused IDS, through NSF support Drummond is collaborating with staff of Clarke and Esposito and Stratos Consulting to better understand the usage and impact data supply chains and shared vocabularies for other publicly accessible scholarship outputs.

  • To inform such work in 2024, a Technical Advisory Committee will launch in January with OAEBUDT Trustee Tasha Mellins-Cohen of COUNTER as Chair. 


While the OAEBDUT is considering various funding options to support the technical development, discussions have begun to invite direct community support to the effort:

  • The OAEBUDT technical pilot planning is underway for data exchange through a certified data space instance, leveraging the International Data Space Association (IDSA) data space sandbox and experienced IDS system integrators (2024-2025 pending funding). Institutions have been invited to participate and support a shared resource if possible. Documentation of the pilot opportunity has been created to facilitate outreach. 

  • Providers for data space ‘Software as a Service’ and IDS systems integrations have been identified to allow the technical pilot to rapidly configure an IDS to reflect the principles within the OAEBUDT rulebook, including trust and data quality indicators, and data licensing and reuse limitations.

  • A Memorandum of Understanding has been established between our community-governance Board of Trustees and the OPERAS AIBSL to allow OPERAS to fiscally manage donations and eventual technical-pilot related contracts on behalf of the OAEBUDT effort. This step improves the OAEBUDT’s ability to pursue funding opportunities in Europe while setting the stage for the technical IDS service pilots.

Raising awareness:


As displayed on the OAEBUDT website, staff continue to present at library, publisher, OA and open infrastructure conferences to raise awareness of this effort and solicit feedback. Examples include:
