Is it possible? I can't find a way.

I've opened an svg I created with Inkscape and a part of it is
offscreen. How do I resize the drawing area?

On Page Setup (bottom of the File main menu) - there you set the page
size, either by selecting a printer then a supported paper size - or
setting the printer to one of the electronic selections (pre-press, or
web publish) then simply setting the width and height.

Then on Page Layout you specify the number of pages across and down -

So both work together to set the drawing area

Ryan, some other possibilities. If you want to reduce the size of
your work to fit on one standard sheet (8-1/2 x 11 in North America),
then in menu File -> Page Setup change the Scaling from 100% to 50% or
some other suitable number.

If you follow Dave's instructions and lay out a multipage drawing,
note the Page Layout checkbox option to show page breaks.

You may want to move the drawing on the paper so the page breaks fall
in desirable places. One way is to Select All and then nudge the
drawing with the arrow keys; another is to turn on rulers and then
drag the ruler. In a moment or two the drawing will jump into
alignment with the new position of the ruler.

With a multipage drawing, you may have to do some scrolling to see the
whole thing. You can Zoom out to where the size is reduced so you can
see it all. Zoom is safe at any time: it has no lasting effect, as a
change of scale would, and it has no effect at all on printing. You
change the Zoom with the controls at the bottom left corner of the
window, or by typing "i" and "o".

Page Setup (File main menu) - that is where the page size is defined.  Use Electronic Prepress or one of the virtual printers when defining your own page size.
