Summary

 

The Oregon Department of Environmental Quality is announcing the beginning of the Landfill Gas Emissions Reduction 2021 Rulemaking to address the effects of climate change and in partial response to Governor Kate Brown’s Executive Order 20-04. The Executive Order directs the Environmental Quality Commission and DEQ to take actions necessary to reduce methane gas emissions from landfills. DEQ proposes to complete a rulemaking for the landfill gas emissions to:

  • Align Oregon’s landfill gas emission rules with the most stringent requirements of adjacent states and federal government
  • Define regulatory applicability and program requirements
  • Reduce methane emissions from landfills

Stakeholder Involvement

 

DEQ has appointed an advisory committee to review issues related to the proposed rules. The next committee meeting will take place:

  • Tuesday, Jan. 19, 2021. 12 p.m. to 4 p.m.

This meeting will be open to the public. Community members may attend committee meetings, but only to observe and not to actively participate. The committee may designate time on the agenda to hear community comments as time allows. Later in this rulemaking proceeding DEQ will invite public comments on and will hold a public hearing about the proposed rules. At that time any member of the public may submit comments and participate in the public hearing.

DEQ Rulemaking - Cleaner Air Oregon/Air Toxics Program Advisory Committee Meetings to be held on Feb. 2 and 5, 2021

DEQ Will Hold Cleaner Air Oregon/Air Toxics Program Rulemaking Advisory Committee Meetings on Feb. 2 and 5, 2021

 

Summary

 

The Oregon Department of Environmental Quality is conducting a rulemaking to integrate DEQ’s air toxics programs: Cleaner Air Oregon and the Oregon State Air Toxics Program. DEQ is also proposing updates to the existing CAO program rules to clarify and improve efficiencies and requirements. The rulemaking will:

 

  • Align the process for setting and revising toxicity values for toxic air contaminants.
  • Update and integrate the Oregon State Air Toxics Program and the recently established

    Cleaner Air Oregon Program to promote clarity and use of best science to protect the health of all Oregonians, including sensitive and vulnerable populations.

  • Clarify certain CAO requirements for facilities and address inefficiencies in the risk assessment process.

 

A draft agenda is now available on the rulemaking web page.

 

Informal Public Comment: DEQ will provide an opportunity for input from interested parties and members of the public during the rulemaking committee meeting on Friday, February 5 at approximately 11:00 a.m. Later in this rulemaking process, DEQ will invite public comment and hold a public hearing about the proposed rules during a formal public comment period. At that time, any member of the public may submit comments and participate in the public hearing.

 

Stakeholder Involvement

 

DEQ has established an advisory committee to review issues related to the Cleaner Air Oregon/Air Toxics Program Alignment rulemaking and provide input to DEQ prior to the formal public comment period. The next committee meeting will take place over two 4-hour sessions held on:

Greenhouse Gas Emissions Program 2021 Rulemaking:

Jan. 14 Advisory Committee meeting agenda posted

 

Next Thursday, January 14th, Oregon Department of Environmental Quality (DEQ) will hold the first advisory committee meeting for the Greenhouse Gas Emissions Program 2021 Rulemaking. This rulemaking is to develop a new Climate Protection Program to limit greenhouse gas emissions from some of the most significant sources in Oregon.

 

Meetings are open to the public and the meeting will provide an opportunity for the public to comment.
