Speed suddenly drop?

Hi all,

Recently i experience this wired situation. Whenever i started a new
download, the speed can suddenly reach 400kB/s, but i think the
connection was then dropped. Resulting only speed like 20kB/s.

I don't think my firewall or router drops the connection cuz i did not
find this problem before.

This is some action caused by ISP?

BTW, i tried to avoid this dropping by setting a low download speed
limit, say 180kB/s, but it apparently does not "really limit the
download speed". The file downloading speed can still reach more than
180kB/s, and then dropped. Maybe i misunderstood the meaning of
"download speed limit" option...
