Shocking new evidence on the Structural Genocide perpetrated by the Sri Lankan Government on Eelam Tamils - May 17 Movement

Political observers from various cross sections have indicted for long, the Sri Lankan government policy of deliberate Sinhalisation of Tamil traditional lands by force. The genocidal Sri Lankan government incessantly refused such charges as baseless and false propaganda. But, new unequivocal evidence has emerged exposing the truth of the actions pursued by the genocidal Sri Lankan government – Structural Genocide and well planned Ethnic Cleansing.
The leaked official document dated 18.07.2013, signed by the Government Agent/District Secretary of Mannar, M.Y.S. Deshapriya lays bare the real intentions and actions of the Genocidal government of Sri Lanka. The document directs the concerned officials to take immediate and effective action – a time frame of one week - to identify 500 Sinhalese families for the explicit purpose of “relocation” to the traditional Tamil area of Mannar. This is ethnic cleansing and structural genocide in no uncertain terms.
M. Y. S. Deshapriya, a former military official was appointed as the Government Agent of Mannar on 12 July this year. His predecessor J.A.Sarath Raveendra was transferred from the position following his refusal to implement the Sinhalese colonization moves, unless the resettlement of Muslims and Tamils who were the original inhabitants of the district were complete. Within a week of his appointment, Mr. Deshapriya has pushed the real agenda of the Sri Lankan government – the Sinhalese colonization of traditional Tamil homeland, ruthlessly.
The higher echelons of the Sri Lankan army and the government, including the President are directly involved in such a move is the naked truth revealed by the “copies sent” to the Secretary of the Presidential Task Force, Brigade Commander Mervin Perera, 542 Brigade, and Civil Affairs Officer of the 542th Brigade Major MASP Gunasena.
The chauvinist Sinhalese government has been pursuing its colonization policy, forcibly grabbing the traditional lands of Tamils since the end of the war in May 2009. In the last few months alone, over 10,000 Sinhala families from the south have been settled in Vavuniya and Mullaitheevu. Under the direct command of the Sri Lankan army Sinhalese families are brought in buses and granted land permits, providing no information to local administrative officials. Colombo media reported that Sinhalese families of the Hambantota District were offered land and a housing allowance of Rs. 6,00,000 enticing them to move to Vavuniya. The offer has been made by UPFA Hambantota MP Namal Rajapakse, son of President Mahinda Rajapakse.
In quick steps following Vavuniya and Mullaitheevu, the Sinhalese chauvinist government has now set its eyes on Mannar. It has to be reminded that Tamils from Mannar were the most affected by the genocidal onslaught of the GoSL for a considerable period of time. A fact sheet released by Tamil Rehabilitation Organization (TRO) on 22 July, 2008 had noted that 7650 Tamil families (approximately 32,000 people) from Mannar were forced to flee to Killinochi by the Sri Lankan army. It also documented that 7200 students were among the above Tamil IDPs.
After the end of the brutal war, the government of Sri Lanka released figures which revealed that only 471 Tamils from Mannar were being held in its internment camps. This was a shocking revelation in itself. 471 of 32,000 people from Mannar, i.e. the fate of 98.5 % Tamils who had lived in the de facto state of LTTE are unknown. The number of Tamils in the internment camps, according to the above mentioned GoSL report of June 15, 2009 is given below:

The international community remained dumb over such vicious crimes against humanity. Shamelessly the UN turned its face the other way to such brutal facts. The Secretary General Ban ki – Moon refused to take the counsel of his legal team and the recommendation of the UNHRC to conduct an independent international investigation on Sri Lanka. The Indian government stubbornly impeded every single effort in that direction and protected the genocidal regime of Sri Lanka.
The Indian government’s blatant defense of the genocidal regime of Sri Lanka has exposed its anti – Tamil bearings both in its foreign and domestic policy. The bureaucrats entrenched in the External Affairs Ministry of the Indian establishment tenaciously refuse to take into account the sentiments of border state nationalities in foreign policy decision making. The snubbing of the resolution of the Tamil Nadu State Assembly points to the fact that the Indian State is losing its federal character and moving towards a unitary conception of totalitarian state.
In this context, we consider the leaking of this document to be of extreme significance to the Tamils. It has exposed the pretensions of a genocidal regime in its own words and actions. The document makes it clear forthrightly, that the self appointed LLRC inquiry of the Sri Lankan government and its recommendations are nothing but a farce. The international community and the UN, endorsing such a dupe by the Sri Lankan government have miserably failed to stand up to truth and justice.
Henceforth, we urge the international community and the UN to take this crucial revelation of ground reality and conduct an independent investigation upon the government of Sri Lanka on counts of genocide, crimes against humanity and war crimes.
We urge the international community and the UN to conduct a referendum amongst Eelam Tamils and the Eelam Tamil diaspora for an independent Tamil Eelam.
Sovereignty of the people is a higher value than the sovereignty of bureaucratic states!
