A few games notes to start people thinking for tomorrow.
Your characters are requested to report to a gentlemen, Master Arbil
in Port Victor in the Fredricksmire compound in the Southeast district
of the city.
Port Victor is a relatively new city (founded ~25 years ago), it is
located off the coast of Nordland (which is the frozen homeland of the
Nord, these are halflings).
It is a free city, which means it is not actually controlled by the
local Nord government, instead it is a controlled by a local council
under the auspices of the Empire founding council.
It is essentially an experimental city intended to help drive economic
development in Nordland (think special economic zone). For many years
this country has struggled, due to environmental/cultural reasons and
it's close proximity to the former Bourne lands (controlled by the
evil and powerful Ownis, ancient black dragon) which has generally
depressed trade and investment.
The city is home to a vibrant set of traders, several industries which
takes advantage of the natural resources mined out of Nordland and the
cheap labor in the form of the Nord, and the support infrastructure
for the sizable Empire military presence. One of the largest Empire
military ports and bases is here, it is generally viewed as the "speed
bump" that would slow Ownis down if she ever decided to march out of
her territory and make war. This base is also known for basic infantry
training, cold weather ranger training and a few other specialities.
You suspect you are going to be spending some time in the cold, it
often happens that the family uses Empire training facilities to train
its people.
