Photo Radar Enforcement West Bound on 17th

Hello,

Thank you for the photo radar enforcement unit that is consistently parked along 17th Avenue for East bound traffic.



However, I observe drivers consistently speeding on the westbound side, which seems to never have photo radar enforcement. 

Requesting for a unit to set up parked in the tree lawn, which I know is possible because I've observed it on University Boulevard near Florida.

Long-Term, requesting photo radar enforcement and red light camera enforcement on 17th at Steele, Garfield, and City Park Esplanade. This can & should be included with the 17th and 18th Avenues Bus Priority & Vision Zero Project.

Ideally, these cameras could then be expanded to to bike crossing on major roadways being paid for with fines collected from other violations.

Just following up on this email since I observed photo radar enforcement again for eastbound traffic on 17th, but not for westbound traffic.

Again, please have a photo radar enforcement dispatched to sit along 17th in the tree lawn area of City Park.
Please also plan to install photo radar and red light enforcement cameras on 17th Ave.

Hello again,

This is now for the DOTI Advisory Board to perhaps follow up with DOTI & potentially DPD about Photo Radar Enforcement on 17th Avenue along City Park.

There is never any enforcement of Westbound traffic.

Long term, asking for Photo Radar & Red-light Enforcement Cameras with the 17th and 18th Avenues Bus Priority & Vision Zero Projects.

Hello again,

Any updates on being able to get photo radar enforcement for westbound traffic on 17th to 
along City Park? 

At the very least, I feel the van could park in the tree lawn the same as they do on University and we could plan long-term to install photo radar and red light enforcement cameras when we upgrade the signals.

Councilmember Hinds, maybe you can lead a discussion around this issue with CHUN.

I don't believe I've received any response nor have I seen any changes to the photo radar enforcement on 17th along City Park. Again, worth noting that I've observed frodo radar enforcement along University Boulevard where there is no parking. The unit is parked in the tree lawn, where the same can be done in City Park.

I observed Eastbound speed enforcement again today, but no enforcement of Westbound traffic.

In response to previous requests, we have conducted Traffic Safety Camera enforcements on westbound E. 17th Avenue with the following results:

While additional vehicles may exceed the posted speed limit, citations are issued only for egregious speeding violations involving vehicles traveling 10 MPH or more above the posted limit.

 

We recognize that the presence of a Photo Enforcement vehicle acts as a visual deterrent. Drivers often slow down when they see the vehicle and resume speeding afterward. However, without the issuance of citations, long-term driving behavior is unlikely to change. Due to current staffing limitations (operating at approximately 30% capacity), only three vehicles are deployed during daytime hours and one in the evening. As a result, response times to enforcement requests are significantly delayed. We appreciate your patience and understanding during this time.

 

Traffic Safety Cameras are one of several tools used by Traffic Operations to address speeding concerns and improve roadway safety. Speed feedback signs and motorcycle officer enforcement are also used.

 

As resources permit, we will conduct Speed Safety Camera enforcement at this location and continue working to address your concern.

Where was the vehicle parked when conducting photo radar enforcement of the Westbound Traffic & can we get enforcement closer to Steele & then later City Park Esplanade since both are Bike Routes?

As for Traffic Safety Cameras, where are we with getting photo radar & red-light camera enforcement with the 17th and 18th Avenues Bus Priority & Vision Zero Project?

Good morning, Brian.

 

The mobile speed safety camera was parked in the 3400 block of E. 17th Ave. When positioning our vehicles, we select locations where enforcement can be most effective. As noted in the previous email, without the issuance of citations, long-term driving behavior is unlikely to change.

 

Regarding your question about the 17th and 18th Avenues Bus Priority & Vision Zero Project, please contact DOTI directly for any infrastructure related questions.

Councilmember Hinds & Mayor Johnston, could you please address the regulatory hurdles that Mr. Dismore is referring to?

Could you then please identify the necessary funding for the upcoming budget cycle to include photo radar & red-light enforcement cameras to future Vision Zero Projects, like the 17th & 18th Avenues Project?

Unfortunately we will not be able to include any photo radar or automated enforcement measures as part of the 17th & 18th Ave Bus Priority and Vision Zero study. There are two issues: First, we don’t have budget identified as part of the project to design or install those devices. Second, and more importantly, I’ve been informed that there are regulatory hurdles that need to be cleared before those devices can be installed anywhere and they need to be planned/programmed as part of a comprehensive strategy and not added to existing projects.

Follow-Up question...

Mr. Dismore, who informed you of the "regulatory hurdles," & why don't they apply to the Denver Police Photo Radar Enforcement Unit or the red light enforcement cameras we have already installed?
My understanding was that as long as there were signs installed leading up to the intersection that it was legal.

What am I missing? 

We already have a number of intersections that have red light enforcement cameras like at spear and 6th as well as Speer and 8th. 

We also regularly set up the Photo Radar Enforcement unit at random places to conduct targeted enforcement so long as temporary signage is posted prior to the unit.

I just don't understand how one is possible while the other isn't. So, again, who gave you this information? 
Maybe that's who can explain what needs to change.
