Your District 10 Update

Councilman Hinds has been working with the 250/150 Commission to plan celebrations for America’s 250th and Colorado’s 150th anniversaries, known together as the "250-150" or the Sesqui-semi-quin-centennial. Because Colorado entered the Union on August 1st, 1876, 100 years after the signing of the Declaration of Independence, this is why Colorado is called the "Centennial State" and these celebrations offer a unique, once-in-our-lifetime milestone.

Together, the twin anniversaries offer a time to reflect on our shared history, to learn from our past, celebrate our communities, and look to our future. The dual anniversaries are packed with significant events and meaning for residents across the state: This event is an opportunity to recognize the diverse stories, people, and places that shaped both the United States and Colorado over the centuries. Programs like Moments That Made US offers free, print-on-demand exhibitions to explore the ideals of the Declaration of Independence. Cities across Colorado are hosting major events for Independence Day (July 4) and Colorado Day (August 1) with live music, food-trucks, festivals, and community parades.

Denver parks and recreation recreation center strategic plan
Help Guide the Future of Recreation Centers

Chris Hinds is working to improve Denver’s recreation centers so District 10 residents have better access to safe, welcoming places for health and fun. Denver Parks and Recreation is creating a Recreation Center Strategic Plan to guide upgrades and new programs that meet our community’s needs now and in the future.

The plan focuses on making sure all residents, including those in District 10, can easily use recreation centers that are in good condition and offer activities that promote health and wellness. It will prioritize fair distribution of resources across the city, so every neighborhood benefits.

Chris is actively supporting this effort by encouraging community input from District 10 residents. Their feedback will help shape decisions about what amenities and services are most important, ensuring the centers reflect local priorities.

This plan also aligns with Denver’s goals for sustainability, inclusion, and equitable access to recreational opportunities. Once finalized, it will guide investments and improvements that keep recreation centers safe, accessible, and vibrant for everyone.

For District 10, this means stronger community spaces where families can gather, kids can play, and residents can stay active and connected. Chris will continue to advocate for these improvements and keep neighbors informed about opportunities to share their ideas and stay involved.

Applications Open: Business Personal Property Tax Credit

Chris is working to bring more good jobs and new investment to District 10 through Denver’s Business Investment Program. This program helps local businesses grow and create quality jobs by offering financial support tied to clear community benefits like living wages and neighborhood improvements.

The program partners with businesses to provide loans, tax tools, and other resources that encourage investment in areas that need it most, including underserved neighborhoods in District 10 and beyond. Chris supports these efforts because they help strengthen local businesses, improve commercial corridors, and revitalize underused properties.

Importantly, businesses receiving support must meet goals related to hiring local workers and paying fair wages. This ensures that economic growth benefits residents directly.

Pet Deposit Assistance for District 10 Residents

Too many tenants are forced to make the heartbreaking decision to rehome a beloved pet because they can’t afford a pet deposit. This program helps remove that barrier and keep families and their pets together. This pilot program provides a one-time $300 pet deposit to help renters in Denver City Council District 10 keep their pets while accessing safe, stable housing.

The program is a partnership between Councilmember Chris Hinds, the Community Economic Defense Project, Denver Animal Shelter, and local and national animal welfare organizations.
Denver Animal Shelter will provide free spay/neuter and vaccine services to program participants, as needed. Apply here.

Pearl Street Uptown Apartments Groundbreaking

Councilman Chris Hinds helped celebrate the start of the Pearl Street Uptown Apartments, a new mixed-income housing project that will add 158 affordable homes in the heart of Uptown Denver.

Located at 1600 Pearl Street, this development combines new construction with preservation of existing apartments to serve people with a range of incomes. It offers housing options for individuals, families, and working households, helping ensure that longtime and new residents can afford to stay close to jobs, transit, healthcare, and neighborhood amenities.

The Northeast Denver Housing Center (NDHC), known for creating affordable and sustainable housing in Denver, is leading this effort. The project is a collaboration between nonprofits, public agencies, private partners, and community members focused on addressing the city’s housing challenges.

Councilman Hinds spoke at the groundbreaking ceremony, emphasizing the importance of stable, affordable housing for district residents. He looks forward to seeing how these new homes will support a diverse, thriving community in Uptown for years to come.

Safer streets, better transit access, and infrastructure progress across District 10.
Downtown rail reconstruction project
Downtown Rail Reconstruction Project

Councilman Hinds, an advocate for multi-modal transportation, is working to ensure District 10 residents stay informed and prepared as major light rail upgrades begin downtown, improving transit reliability for years to come. RTD has begun a new phase of its multi-year Downtown Rail Reconstruction Project, with major construction now underway in the Downtown Loop and Colfax Avenue corridor. The project is designed to replace aging rail infrastructure and improve the long-term reliability of Denver's light rail system.

This major reconstruction project is the first of its kind in RTD’s history and will ensure the long-term integrity of the network. Light rail service began in Denver on October 7, 1994. Much of today’s downtown track infrastructure, commonly referred to as the Downtown Loop, has been in place since the line was first constructed and opened for service. This original section of track has expanded over the years to now serve 10 rail stations. More than 300 light rail trains circle the Downtown Loop every day, so it is critically important RTD maintain this asset in a state of good repair for the next 30 years.

RTD encourages riders to plan ahead, allow extra travel time, and check for service updates as construction progresses over the coming months.

RTD June Service Changes

The Regional Transportation District (RTD) implemented new service changes on June 7, 2026, aimed at improving reliability, increasing frequency, and enhancing transit connections across the Denver metro area. These updates support ongoing system improvements and the final phases of the Downtown Rail Reconstruction Project.

In addition to rail updates, RTD is making adjustments to multiple bus routes, including schedule changes, route modifications, and service increases designed to improve on-time performance and better align with rider needs. Overall, these changes are intended to provide more reliable service, stronger connections, and increased transit options for residents while construction and system upgrades continue.

Announcement of 2026 Community Benefit Fund

Applications Being Accepted for the 2026 Community Benefit Grant until 7/13/2026

District 10 RNOs, nonprofits, and community groups can now apply for funding to bring community projects to life that make neighborhoods stronger and more vibrant.

The 2026 Community Benefit Fund offers up to $2,000 for projects like neighborhood cleanups, community events, gardens, food pantry support, resource programs, and public art.

Councilmember Chris Hinds’ office will support awardees by promoting their projects in newsletters and social media.

Apply by Monday, July 13, 2026. Award recipients will be notified by August 1st.

This fund is a great way to turn your ideas into real improvements for our community.

The Department of Housing Stability (HOST) is creating a new plan to improve housing affordability, renter support, and homelessness services. 2nd Annual Public Health Career Exploration Summer Camp

Councilman Chris Hinds invites District 10 students to join Denver's free Public Health Career Exploration Summer Camp from August 3–7, 2026, offering hands-on experience in public and environmental health careers. This five-day program includes behind-the-scenes tours, interactive activities, and talks with health professionals covering community health, mental health, forensic science, and emergency response. Students who complete the camp will earn a certificate and receive free lunch each day. This is a great chance for young people to explore meaningful career paths while learning valuable skills.

Skyline Park Block 3 to Receive New Recreational Amenities and Public Art Installation

Councilman Hinds encourages you to enjoy new activities and art exhibits in Skyline Park Block 3, creating more ways for District 10 residents to enjoy downtown Denver this summer.
A temporary basketball court replaces the pickleball court and is free to the public through Labor Day and the dog park will get a new fence in early July,
Later this summer, a colorful aerial art installation called Skynets Over Downtown will brighten the area through fall, supporting local businesses and making downtown more inviting. These improvements are part of a longer plan to redesign the park with community input.

Important Update: DFD Permit Fees Increase July 1

Starting July 1, 2026, Denver residents and event organizers in District 10 will see a 25% increase in fire inspection and permit fees, the first change since 2009. This update affects all permits and inspections managed by the Denver Fire Department, including those for special events. Chris Hinds is keeping an eye on these changes to ensure residents and local organizers are informed and prepared. If you’re planning an event or need a permit after July 1, be sure to budget for the new fees. For questions, contact the Denver Fire Department’s Special Events team directly.

Celebrate our country’s 250th birthday with a free concert at Cheesman Park, hosted by the Denver Municipal Band and me on July 5th, 2026, at 7:00 P.M. Enjoy two of Aaron Copland’s patriotic masterpieces: The Lincoln Portrait, featuring orchestral music and spoken excerpts from Lincoln’s speeches, narrated by me (!), and The Promise of Living, a beautiful tribute to the American heartland. This event is part of the annual neighborhood festival sponsored by Capitol Hill United Neighborhoods (CHUN) and my office.

Coohills Beats On The Creek Concert Series

Coohills Restaurant is back for its 4th season of free live concerts with Beats on the Creek. This year Coohills is raising funds for First Descents who provide life-changing outdoor adventures for young adults impacted by cancer and other serious health conditions.

Councilman Hinds and the The Clyfford Still Museum invite District 10 residents to celebrate disability pride with free, hands-on activities on Sunday, July 26, from 10:30 a.m. to 12:30 p.m.

This family-friendly event honors the 36th anniversary of the Americans with Disabilities Act and promotes inclusion and community.
Visitors can also enjoy free museum admission all day as part of the SCFD Free Day. No registration is needed, and all ages are welcome to join this meaningful celebration.
