Remove diverter on Franklin Street at 14th

Hello,

The diverter on Franklin Street at 14th is an issue. 
It doesn't get cleared of snow and ice, despite being clearly wide enough for a plow, given that drivers circumvent it. 

I feel that this then creates an ADA Compliance issue since the crosswalk is left covered with snow and ice since plows don't come through this section.  

I'm requesting that it be removed, which could mean shifting the Neighborhood Bikeway from Franklin to Williams from 12th to 19th.

Please reference the Snow Plow map as well. 
Franklin St isn't identified to be cleared in any way.

This is a problem with other neighborhood bikeways as well & indicates that another category might need to be added, such as 'Neighborhood Bikeway,' to be cleared after the Priority B snow routes.
