You can safely ignore that message, Blat the mail agent used by
statmgr to send mail. Check out Blat on the web.

I'd like to encourage folks on this list to use the search tool at
the list serve website. Not that you shouldn't post questions if
there are any but many have been answered before and you might be
able to find your answer more quickly with search. I remembered
Lynn Dietz talking about blat not long ago so I went to
http://lyris.nmt.edu/read/?forum=earthw
then I clicked on the search tab, entered blat and among the
list was Lynn's message. It says:

"Blat is the simple mail client that statmgr uses to send email.
The message you are seeing is benign, it just means that blat
has not been "installed" on your computer.

You can get rid of the message by installing from the command line:

blat -install yourmailserver defaultsendername

This sets up some registry settings for blat.
But when statmgr invokes blat, it overrides those registry settings
with command-line options of its own, so it doesn't really matter
what you set them to."

It isn't a problem Andrea. I hadn't thought of searching before today
either.
