Process used for slicing Noto Sans SC and TC?

I'm curious about how Noto Sans SC and TC were converted to sliced web fonts and how the CSS file for each was generated (here https://fonts.googleapis.com/earlyaccess/notosanssc.css)
Looking to do the same for the HK variant.
