They tried to build apartments here before and it was rejected after many many city council meetings. This is a terrible place to build apartments.  The lighting, dumpster smell, traffic right next to a long established neighborhood.  The lighting alone for the parking lot would be like a walmart.  No matter how much "downlighting" they proposed.
