UASC and extra time in GCSEs/exams

HI everyone

 

Some great news for school who have UASC taking GCSEs .

 

The access arrangements for EAL state that 10% extra time is not allowed for pupils if they live in a household where English is spoken. However, this prohibits UASC living with English speaking foster carers to have the time even if their level of English is very low.

 

I have been working with a school who initially applied online through centre services for extra time for a UASC in this situation.  This was initially disallowed so the exams officer referred it to the different examining boards. She put a case together explaining why the UASC should receive it and the reasons why he didn't meet the criteria. She then referred it. The boards got back to her after considering the evidence and it was allowed.

 

Well done Hellesdon High school and I hope this helps other UASC to get the extra time they need and deserve in exams.

Thanks for sharing this Tanya.

Can you help clarify then what the ruling is for access if EAL pupils DO live in a household where English isn't spoken? 

For example:
What's the definition of EAL?
What type of evidence is required for the languages spoken in the household?

Forgive my level of ignorance but my perception is that EAL access arrangements are not applied for in the majority of cases.

I'd be grateful for any further insights.

Page 71 and 72. 

5.18.5 In subjects where a dictionary is not permitted, 10% extra time will not be available. 

5.18.6 Extra time must only be awarded by the EAL Co-ordinator or the SENCo where all of the following exist:
• the candidate’s first language is not English, Irish or Welsh; 
 • the candidate entered the United Kingdom within three years of the examination(s) with no prior knowledge of the English Language; 
 • English is not one of the languages spoken in the family home; 
 • prior to their arrival in the United Kingdom the candidate was not: 
 • educated in an international school where some or the entire curriculum was delivered in English; 
 • prepared for or entered for IGCSE qualifications where the question papers were set in English; 
 • prepared in English for other qualifications, e.g. IELTS qualifications, Preliminary English Tests; 
 • the candidate has to refer to the bilingual translation dictionary so often that examination time is used for this purpose, delaying the answering of questions; 
 • the provision of 10% extra time reflects the candidate’s usual way of working with the dictionary. (A definition of normal way of working is provided within Chapter 4, paragraph 4.2.5.) The evidence compiled by the EAL Co-ordinator or the SENCo must confirm all of the above.

Please see the discussion below Louise and refer to the JCQ booklet mentioned. 

In summary the rules have changed, it's no longer 25% but 10% however that's now for three years not two. The exams it's valid for is also less than before. 

It also must reflect the candidate's normal way of working.
