EAL policy

Can anyone help to understand what the current policies are regarding
pupils with EAL? There seem to be a lot of reports, summaries,
guidelines and research but no policies? Or am I just not looking
hard enough. I would be grateful of any help, this is for a
university presentation.

If I can give a non-government health warning on that statement on the Camridge Assessment website, however, I notice it's not 'badged' by the DfE, it's a statement by Angela Overington, who leads on EAL there so it's possibly best regarded as semi-official and not binding!

But on the other hand it does summarise policies that have been in place for some years now....It's not exactly a unilateral change of direction is it?
I would be interested to see if Gove and his flunkies dare challenge any of it.

In the document, it states:

Teaching of mother tongue and culture from countries of origin

The Government recognises the benefits that derive from the maintenance of ethnic minority linguistic and cultural traditions, but believes the main responsibility for maintaining mother tongue rests with the ethnic minority community themselves. We believe that English should be the medium of instruction in schools.

So nothing has changed since the Swann Report (1985) with regard to seeing the mainteance of mother-tongue/community languages as the responsibility of the EM community themselves. 

The recent British Council publication on EAL in Primary schools finds that community languages continue to be regarded as 'folk', whilst the European languages are regarded as 'elite'.  Sad to say that despite the Languages Strategy and more enlightened views in many schools, the prevailing attitude remains thus.

Despite many years of government rhetoric on celebrating diversity, it seems maintaining one's heritage language is still viewed as being unBritish.

England`s approach compares poorly with many European countries such as
the Netherlands, and regions of Spain such as Catalonia and the Basque
region, which are actively promoting bilingualism and plurilingualism in
schools, and making other languages the medium of instruction in
designated schools.

We are in the invidious position of actively discouraging the
development of the linguistic heritage which bilingual children bring
with them to school, while bemoaning the lack of linguistic skills of
the majority of the British population (which has economic
implications). The fact that an elite group does study languages doesn`t
compensate for the lack of skills in the population as a whole.

Of course these are the two faces of monolingualism at its unenlightened
worst. But I would say that as a bilingual ...

My own instinct is that we need to recast the debate in terms of
welcoming monolinguals to the richer world of being bilingual or
trilingual.

The Welsh Language Society (Cymdeithas yr Iaith Gymraeg) had great
success with its campaign aimed at parents in Gwent some years ago: its
refrain was "Being bilingual makes you brighter"! Gwent duly opened its
first Welsh-medium secondary school in response to parental demand.

Dear EMA and EAL colleagues,

We are holding this course in Islington next term - two half day sessions of 3 hours each.

It`s aimed at staff working with AS, A2 and Baccalaureat students, as well as GNVQ at higher levels. We piloted it at Haringey Sixth Form college and a range of staff found it to be very relevant to the students they were teaching. (Business Studies, Economics, History and Psychology teachers attended as well as the EMA dept). It covers advanced oral, reading and writing skills, with the materials drawing on a number of subject areas. Our approach is based on functional linguistics.

I can send the brochure and booking form to anyone who is interested. We have some bookings already but would like a larger group. Alternatively, details can be found on the Islington EMAS website.
