It has been something of a political football in the US. We looked at multilingual/bilingual programmes in the US twenty years ago and they were under threat of closure then. There is a resistance to the emerging fact that there will be more Spanish speakers than English speakers in the US and this may be the case already. Having worked in teacher training in the US I am well aware that educational policy is often swayed by politics. This is something we are increasingly encountering here.
