Definition of EAL by Dept for Education - What is it now?

Hi

 

I was looking to check the most recent definition of EAL by Dept. of Ed, but now can’t seem to find anything on their site.

There is a document from 2020 where this was given

 

  • .A pupil is recorded as having English as an additional language if she/he is exposed to a language at home that is known or believed to be other than English..  

 

It used to be

 

  • ‘A pupil’s first language is defined as any language other than English that a child was exposed to during early development and continues to be exposed to in the home or community. If a child was exposed to more than one language (which may include English) during early development, a language other than English should be recorded, irrespective of the child’s proficiency in English.

 

This was much clearer. I also found this online..

 

  • A first language, where it is other than English, is recorded where a child was exposed to the language during early development and continues to be exposed to this language in the home or in the community.'

 

I know it is all very similar, but which is current. Does anyone know...??

The 2020 document called English proficiency of pupils with English as an additional language says: "A pupil is recorded as having English as an additional language if she/he is exposed to a language at home that is known or believed to be other than English. It is not a measure of English language proficiency or a good proxy for recent immigration."
