Why do you think Montag becomes friends with Faber instead of turning him in when they first met at the park?

Montag was tired of the life he was living without individual thoughts. He had no where to turn and when he heard and or remembered about him, he had to take the chance. Plus he was the one who had to convince him to work with him. At that point Montag already made his decision.
