Since the government is so opposed to readers, thinkers, walkers, and slow drivers, why does it allow the procession of men along the railroad tracks to exist?

They memorized the books so they allow procession of men on the rail road tracks. "no one can see it or suspect it."

On page 145, it says that "For if we are destroyed, the knowledge is dead, perhaps for good". This leads us to believe that they don't have any actual books or anything with it written down on them. It is in their brains because they have memorized these pieces of the books to pass on to future generations to hopefully rebuild the books.

The government didn't think they did anything wrong because they had to memorize the books rather than hold on to them, but they were suspicous of them at all times

I think the government allows them to be by the railroad tracks to exist because they probably think they are just homeless people who are extremely dumb. But in reality they memorize litterateur so it never gets forgotten.

The men on the railroad tracks exist because they aren't accused of carrying books. In the text it says "We're book burners, too. We read the books and burnt them, afraid they'd be found." (145) This shows that they are able to exist because there in no proof on them that they enjoy reading books.
