New issue 137 by tonylill38: Windows that e17 remembers as stick don't
appear on all desktops

What steps will reproduce the problem?
1. Set an app window to be sticky, and set e17 to remember the state
2. Start the app
3. Switch desktops
What is the expected output? What do you see instead?
The app is supposed to appear on each desktop, however it is not redrawn.
It does still accept keyboard and mouse events when the mouse is over the
space it should be (assuming mouse focus, of course). You can make it work
properly by grabbing the menu bar and moving it.
What version of the product are you using? On what operating system?
