Answer to Question 2. G-d knew that the Jews felt very guilty and
therefore they were very anxious and eager to be atoned for the sin of
the golden calf. G-d knew that at the moment that the Tabernacle and
the altar would be ready for sacrifices, the Jews would line up to
bring the sacrifice for their atonement. So, practitcally, that was
the pressing need at that time.
