Dear All,

THE ELECTRONIC SERVICE DELIVERY BILL, 2011 - A good beginning ….

Have the following suggestions.

1. Does not provide framework nor set milestones for govts, departments and agencies to move towards full electronic records management by gaining formal control of existing electronic records that have value.

2. Draft does not specify delivery channels (Role of CSC & state portals) nor mode of service delivery.

3. Bill to be little stern/hard with state governments

4. Data security issues not addressed in the bill.

5. Central commissioner exercising his power in states is against the federal structure.

6. Constitution of a district Electronic Service Delivery Commission/authority is also suggested.

7. Accountability frameworks to be little more hard /stern
